Lease and lease return are custody events for a longer assignment than a short checkout.
The form is the same idea: person, department, site, location, due date, notes. Return uses site, location, and notes.
Use lease when the asset is out for weeks or months (a laptop issued for a project, a tool on a job). Use checkout for a day or a weekend.
Both need the Check out and in ability. Both are blocked when the Organisation is view-only.
